This is to inform you that MIYAZAKI Toshiaki, the Chairperson of the Board of Executives and the President of the University of Aizu has submitted a letter of resignation to the Governor of Fukushima Prefecture and will resign as of July 31, 2023.
We apologize for any inconvenience this situation may have caused to students and all parties involved. And we will work to prevent similar incidents from occurring in the future.
<Background of the Situation>
The Investigation Committee established by the university conducted investigations into the papers previously published by MIYAZAKI Toshiaki, the Chairperson of the Board of Executives and the University President. As a result of the investigations, the Committee found double submission or self-plagiarism with lack of citation in eight papers out of them. (Please refer to the attached document*1 for the items made public regarding the results of investigations based on Article 26, Paragraph 1 of the Public University Corporation, the University of Aizu Regulations on the Prevention of Research Misconduct*2.)
In addition, an application was filed for a project subsidized by the national government without going through the university official procedures provided for in the University Statutes, which caused confusion in the operation of the University.
With regard to the situation related to these two incidents, the Committee for Selection of the Chairperson of Board of Executives (Selection Committee) was convoked to deliberate as to whether this situation falls under any of the items for making an application for dismissal provided for in Article Nine of the Regulation Concerning the Procedures for Selection and Dismissal of the Chairperson of the Board of Executives of the Public University Corporation, the University of Aizu.
As a result of the deliberation, the Selection Committee determined that this does not constitute a breach of professional duty amounting to dismissal. However, they determined as well that no individual or corporate representative's responsibility for these incidents can be absolved, and recommended that he voluntarily and promptly resign from the position of the Chairperson of the Board of Executives and the University President.
As such, MIYAZAKI Toshiaki, the Chairperson of the Board of Executives and the University President has submitted a letter of resignation to the Governor of Fukushima Prefecture for the reason that misconduct was found in his research activities, will resign as of July 31, 2023.
